What Is Communities That Care?

Led and operated by a Brookings community board, The Communities That Care (CTC) framework takes a practical, evidence-based, outcome-focused approach that involves the whole community in promoting positive youth development for Brookings middle and high school aged youth.

Drawing on SEARCH Institute youth survey data collected by the Brookings School District, the board identifies key risk and protective factors to guide the implementation of targeted, tested and effective programs, policies, and practices that foster long-term healthy behaviors in youth.

2026 - 2028 Strategies

Positive School & Community Environments: Support the school district's Positive Behavioral Interventions and Supports (PBIS) framework while engaging families, businesses, and community partners to reinforce positive behaviors and create safe, welcoming, and supportive environments for youth both in and out of school.

Youth Mentorship: Strengthen connections between young people and caring adults through Brookings County Youth Mentoring Program’s one-on-one and small-group mentoring opportunities.

Youth Voice and Recognition: Empower students through a Youth Advisory Board that will share ideas, help shape local youth programs, and oversee the Youth Impact Award.
